Managing Large Organizations: Public School K-12

I would love to hear from large school districts or other large organizations on how they manage their accounts.  Our district is approximately 86,000 students.  Each school has it's own Bookshare organization, which makes it very difficult to manage.  I work in the Assistive Technology department of our district.  Any other big organizations have tips for making it easier?  I know many students who could qualify for Bookshare are missing out due to the difficulty with management.   Thanks in advance!
